  • What is a Heat Network?
A heat network is a system that uses a singular central heat source to distribute hot water through a network of insulated pipes to multiple individual dwellings. The structure is usually used to fulfill heating and hot water requirements in apartment complexes.
  • How are heat networks currently regulated?
Heat Networks are currently regulated under the 'Heat Network (Metering and Billing) Regulations 2014 (amendments made in 2015 and 2020). There are efforts under way to introduce Ofgem regulation from 27th January 2026. Prior to this from 1st April 2025, the Energy Ombudsman were appointed to provide independent dispute resolution to heat network residents. This means that residents are able to escalate complaints to the Energy Ombudsman once they receive a deadlock letter from their heat supplier.
